Our goal is to reinvest in these individuals to maximize their potential for re-entering and becoming productive members of society.  Our goal is not only to treat their addiction but to treat, care and provide the necessary tools to succeed in life permanently!

    Anxiety and Stress Management. Depression. Post-Traumatic Stress Disorder. Bipolar Disorders. Grief and Loss. Schizoaffective Issues.

  • Additional Services

    Second Chance BHS will provide counseling and addiction treatment for people with mental health and or substance/alcohol abuse issues. Our goal is to restore a quality of life to all individuals affected by substance abuse and mental health issues and concerns. Through treatment and services, our clients will transition back into their respective communities to become productive members of society.

What can you expect?

All potential clients will be admitted through our intake process by our office administrator during operating hours, from 9:00 am to 5:00 pm. The intake process will include a thorough client interview to determine the best practice for effective and efficient treatment. After the intake process, the client will be admitted to our housing facility, where they will be boarded and admitted to our clinic for treatment.

Meet our Founder and Chief Executive Officer:

Dr. Towanda R. Taylor

Dr. Towanda R. Taylor is the Founder and Chief Executive Officer of Second Chance Behavioral Health Services. It was her vision and goal to offer a treatment center where everyone is valued and treated with dignity. She is responsible for the day-to-day operations, long and short-term goals, and grant and financial management. She meets every client personally and offers each a Second Chance in life.

While acting as the Chief Executive Officer, Towanda is also an accomplished Healthcare Administrative Manager. A self-starter with over ten years of experience, Towanda implements organizational strategies and measures for continuous improvements and efficient business operations.  She is a multi-tasker who meets project deadlines and requirements while performing multiple tasks within fast-paced environments.  An effective leader who continuously motivates her staff while prioritizing and delegating tasks to ensure timely project completion within a team environment.

Towanda is an effective trainer with extensive knowledge in HIPPA, COMAR and HFCA laws and regulations and a First Aid, CPR, and Med Tech Certified. As the Chief Executive Officer, she also ensures compliance with all local, state, and federal regulatory agencies. 

Meet our Chief Financial Officer:

Vincent S. Taylor

Vincent S. Taylor was the Community Conferencing Coordinator for Anne Arundel County Diversion program for the Partnership for Children Youth and Families and the Governor’s office of Crime Control and Prevention. Mr. Taylor’s program has been conducting community conferences since May 2011. He is also a member of the Anne Arundel Disproportionate Minority Contact Committee committed to the reduction of Minorities in the Juvenile Justice System.

Mr. Taylor recently retired from the State of Maryland Department of Juvenile Services after 32 years as a Case Management Specialist Supervisor. Mr. Taylor holds a Mediation Certification from the University of Baltimore and a bachelor’s degree from Morgan State University in Advertising and Marketing. Mr. Taylor is also an advent swimmer and lifeguard instructor and has been teaching swimming to youth and adults for over 30 years.
